COMMUNITY VOICES FEARS ABOUT MISSING CHILDREN

It is absolutely horrifying to hear the stories from families whose children have disappeared into the youth justice system.

Since the CLP closed the Alice Springs detention centre, I’ve heard firsthand accounts from Aboriginal families of children being ripped from the streets, arrested without warning, and shipped off to Darwin without so much as a word to the families.

This is not just wrong; it is a direct violation of these families’ rights.

Removing a child and relocating them more than 1500 kilometres away from their family, without their consent or any notification, is inexcusable and indefensible. It is a gross injustice and, quite frankly, it amounts to the theft of children from their families.

Keeping families in the dark like this does not foster trust it fosters fear and uncertainty. No family should ever be left wondering where their child is or how they’re being treated. The system, if it is to function properly, must be built on transparency, respect, and accountability. This system fails in every one of those areas when it operates without informing families where their children are.

The reality is the CLP have consistently failed to uphold community expectations and care when it comes to the basic right of children and families. The failure to notify families, the failure to act in their best interests, is a disgrace, and it must end.

This is not a political issue. This is a moral one. The time for excuses is over. We must demand that this government stop hiding the truth from our families and stop allowing the ongoing mistreatment of our children.

This is literally the CLP Government removing children without notifying parents.

CLP’s DFSV Plan Falls Short of What Territorians Deserve

Today, at the very start of the 16 Days of Action, the CLP Government has released a “roadmap” that falls well short of strengthening the sector or protecting women and children.

The Northern Territory’s domestic, family and sexual violence sector is in real crisis. Frontline services are doing everything they can, but they are being forced to turn away women and children seeking help. That should never happen in the Northern Territory.

We have only two men’s behaviour-change programs in the whole NT. We have some of the worst FDV rates in the world. And yet the best this Government can offer is a Canva plan on a page. That’s not a strategy it’s a slogan.

The Coroner’s recommendations have been de-identified to the point of being invisible. Primary prevention funding is being wound back. It makes no sense when we know real change starts with prevention, with community, and with properly looking after one another.

The community was clear: government programs should receive funding only after independent monitoring and evaluation. That has not occurred. Instead, the majority of money has flowed back into government programs, while community-led initiatives the ones closest to the ground have missed out.

The strategy also fails to deliver meaningful prevention and accountability measures. It overlooks intergenerational trauma, child abuse recovery, the socioeconomic drivers of DFSV, coercive control, and the commercial determinants such as alcohol. It contains no robust, independent monitoring and evaluation.

Eighteen per cent of the $36 million has been directed to Circuit Breaker a program with no child-specialist DFSV components, no public data on outcomes, and no documented theory of change.

No new remote locations have been identified for specialist co-responder services. And the strategy fails to embed cultural and therapeutic specialist DFSV advice in our courts — work currently reliant on Commonwealth NPA funding for 500 workers, which ends in June 2025.

Territorians deserve a DFSV strategy built on evidence, transparency and genuine community partnership not a glossy page. Our women, our children, our families and our frontline workers deserve better. It’s time for a serious, properly funded, community-driven response that reflects the scale of this crisis

What we need is to elevate, support and fund our frontline services – needs based funding is needed now.

Today marks the second anniversary of the referendum to recognise Aboriginal and Torres Strait Islander peoples in the Australian Constitution, and of the Uluru Statement from the Heart a powerful invitation to the Australian people to walk together toward a better future grounded in truth, justice, and self-determination.

Today marks the second anniversary of the referendum to recognise Aboriginal and Torres Strait Islander peoples in the Australian Constitution, and of the Uluru Statement from the Heart a powerful invitation to the Australian people to walk together toward a better future grounded in truth, justice, and self-determination.

On this anniversary, I acknowledge the strength, wisdom, and generosity of all Aboriginal and Torres Strait Islander peoples who came together to shape the Uluru Statement. Their work and vision continue to guide our nation toward meaningful and lasting change.

I also want to acknowledge, recognise, and thank the thousands of non-Indigenous Australians who supported, rallied, and voted for the Uluru Statement. Your courage was nothing short of remarkable, and we are forever grateful.

There is no room for hate in my heart. To the thousands of Australians who did not vote for the Voice, I acknowledge that there is still much work to be done in building stronger and more genuine relationships that help us understand and address our differences.

While the past two years have seen important conversations and some progress, we know there is still much more to do. The Uluru Statement is far from complete its remaining pillars of Truth-telling and Makarata (Treaty) remain essential to healing our nation and building a shared understanding of our history.

We must continue to ensure Aboriginal and Torres Strait Islander peoples are at the centre of driving solutions and leading reform. Real progress will only come when communities have the power, the voice, and the resources to shape the decisions that affect their lives.

The journey toward Voice, Treaty, and Truth continues. Let this anniversary remind us of our collective responsibility to keep walking together with courage, respect, and hope to build a more just and united Australia.

We cannot expect things to change for the better if we do not allow Aboriginal and Torres Strait Islander peoples to have a greater say and a stronger voice in matters that affect their lives.

As Aboriginal people, we need a seat at the table, not to be on the menu.

CLP’s Youth Justice Risks More Harm Than Good

The CLP’s so-called "decisive action" on youth justice does nothing more than guarantee future generations of Territorians will be impacted by worsening crime rates.

The CLP's approach is a return to failed, punitive policies that have been shown to do more harm than good to victims, communities, and young people.

By gutting key safeguards in the Youth Justice Act, the Finocchiaro Government is not fixing a broken system, it is breaking it even further.

These rushed changes ignore years of expert evidence, community voices, and the lived experience of those on the frontline, both workers and victims of crime.

No one is suggesting that bad and criminal behaviour should not have consequences. But those consequences should not lead to creating more criminals, and making our community less safe.

Let’s be clear:

Removing detention as a last resort means locking up children before exhausting all other options including programs that address the root causes of crime. This isn’t justice. It’s political posturing at the expense of young lives.

Allowing the use of spit hoods and force risks retraumatising already vulnerable kids, many of whom are themselves victims of violence, abuse, and systemic neglect.

For the CLP its not about community safety. It is about headlines, political posturing and blame.

The CLP talks tough but fails to invest in what actually works - early interventions, therapeutic responses, restorative justice, and proper support for victims.

Instead, they scapegoat children to distract from broader failings in housing, education, mental health, community safety and support, the very things that can prevent crime in the first place.

Territorians want solutions that work to make us safer, not recycled spin.

We all need a justice system that puts victims first and gives young people a chance to turn their lives around. The CLP’s approach does neither.

This is not leadership. It is lazy Lia and her poser politics that fail all Territorians.

Parliament to consider greater protections for victim survivors of domestic and family violence

A Bill to be introduced into Parliament today offers greater protections to victim survivors of domestic and family violence.

Announced by Attorney General and Minister for Justice Chansey Paech, and Minister for Prevention of Domestic, Family and Sexual Violence Kate Worden, the proposed reforms in the Justice Legislation Amendment (Domestic and Family Violence) Bill 2023 include:

clearer and stronger powers for police and courts;
broader definitions of domestic violence, and domestic and family relationships ;
increased accountability for domestic and family violence offenders;
stronger provisions to consider the safety and wellbeing of children;
measures to address coercive control in alignment with national principles; and
improved access to information-sharing practices in the justice system.

The Bill - guided by the Northern Territory’s Domestic, Family and Sexual Violence Reduction Framework 2018-2028: Safe, Respected and Free from Violence - follows an extensive review of the legislation and justice responses to domestic and family violence, and consultation with the sector and support services.

Around $55 million per year is invested into the Territory’s domestic, family, and sexual violence response.

$23 million investment in Territory arts organisations

Arts organisations across the NT will have the stability to plan, develop and showcase arts programs and services, thanks to a $23 million investment from the Territory Labor Government.

Applications are now open as part of the Arts Grants Program which offers funding for five years from 2025-2029.

Grants of up to $250,000 per year are available for established arts organisations under the Leading Arts Organisation category; and up to $50,000 per year for small arts organisations under the Key Arts Organisation category.

The funding is available to arts organisations that have a track record of delivering innovative projects and high-quality arts programs and services.

Government partnerships with arts organisations are important to the Territory’s social and cultural future because they help to empower artists; amplify the impact of the arts; and foster innovation, creativity, and collaboration.

Investing in the arts is also valuable to the NT economy with 23 arts organisations currently funded under the five-year program. This provides employment to more than 3000 artists and creatives, and delivers programs and services to around two million people.

National Aboriginal Art Gallery Concept Designs Released

The Northern Territory’s flagship National Aboriginal Art Gallery is one step closer with concept designs released.

Minister for Arts, Culture and Heritage Chansey Paech and National Reference Group co-chair Franchesca Cubillo unveiled the designs by BVN Architecture and local architects Susan Dugdale & Associates.

The Territory Labor Government has invested $69 million to develop the new National Aboriginal Art Gallery to be located in Alice Springs (Mparntwe). The Australian Government has invested a further $80 million into the project.

The Northern Territory is world renowned for its rich Aboriginal cultural history and the modern, state of the art Gallery will exclusively house First Nations artwork.

The gallery will showcase the stories and artwork of one of the world’s oldest continuous cultures, brought together under one roof in the spiritual heart of the nation and the birthplace of contemporary Aboriginal art.

Features of the gallery include a cultural welcoming circle, top floor event space with spectacular views, healing gardens, ground floor cafe, Kwatye (water) Play and an impressive four-level atrium.

It will provide opportunities for local participation in arts programs, events and festivals, ensuring the gallery serves as a vibrant hub for the community.

The project will create economic benefits to the community with up to 260 full time jobs created during construction and once operational, is expected to attract visitors from around Australia and the world.

Concept designs will now be refined and prepared for a construction tender process later this year.

The National Aboriginal Art Gallery project team will be holding project and design information sessions throughout August and September 2023.

Make sure you're bush smart and safe this Summer by bringing a lot of water with you when you're travelling outbush.

Tell family and friends where you're going and when to expect to see you.

Pack lots of food and spare tyres for your journey.

Be careful and watch out for those animals on the dirt roads, especially if you're driving at night.

Hermannsburg Housing handover

This week I was lucky enough to attend the housing handovers of three new homes for three families in Ntaria!

T he Terrritory Labor government knows that the bush needs our support to tackle issues of overcrowding and homelessness, that's why we will continue to work for a better future for our remote families and make sure we continue to listen to the voices on the ground.

Earlier this year we had devastating floods that impacted out top end communities in Gwoja. During my recent trip there I met with family and friends to discuss how the repairs and rebuilds are going and how we can continue supporting our remote constituents.

Palya! We visited lots of families and even dropped by the school for a visit. I want to make sure that our communities are getting the support they need to thrive from our Territory Labor government and for that to happen we need to continue to work together and listen to community from the ground up.

Housing Builds and Repairs in Flood-affected Top End Communities

Rebuilds and Repairs in Top End Flood-Affected Communities

We are now in the process of completing major repairs and replacements for our families up north.

Member for Gwoja, Chansey Paech recently visited the communities of Amanbidji, Nitjpurru and Yarralin - all communities that were impacted by the floods that saw families and communities displaced earlier this year. The Territory Labor Government was committed to an emergency response to help accommodate and support the victims of flooding in Top End Communities.

Now those communities are receiving key infrastructure being built as families are able to come back and live outbush.

Territory Labor addresses the Housing Shortages Outbush

On 13 November 2023, Member for Gwoja Chansey Paech attended an official housing handover in Ntaria where three houses were provided to families of the community.

Most remote communities in the Northern Territory suffer from housing shortages and overcrowding. With the Territory Labor Government's Housing program underway, three new houses were handed over to families of the Ntaria - Hermannsburg community this week.

The Territory Government will continue to provide housing supports and infrastructure for the bush with projects underway in most remote communities throughout the central desert.

Northern Territory Government and Ngurratjuta Pmarra Tjarra sign Local Decision Making Agreement

Having the power to make decisions about what happens in your community is critical.
It's why we are partnering with Aboriginal communities to transition government services and programs back into the hands of the community.

On 29 June 2023, a Local Decision Making Statement of Commitment was signed between Ngurratjuta Pmara Ntjarra Aboriginal Corporation (Ngurratjuta), the Northern Territory Government and the National Indigenous Australians Agency for the communities and homeland within the Ngurratjuta region.

The statement of commitment outlines initial target service delivery areas which includes:

Housing tenancy, maintenance, constructions and government employee housing
Homelands municipal and essential services, housing maintenance services and special purpose grants
Remote jobs, industry and employment/training programs
Education attendance, two-way learning and pathways
Social disability and welfare
Community and economic development
Youth and families

The Department of Chief Minister and Cabinet are working with Ngurratjuta on the drafting of a Local Decision Making Agreement.

The commitment agreement states:

(a)Local Decision Making (LDM) is a 10-Year plan that seeks to return local decision making
to Aboriginal communities by empowering Aboriginal people to determine service delivery
models that work best for their community and region
(b) LDM is underpinned by the principle of self-determination for Aboriginal communities and
seeks to transition services and programs to community control
(c) The NTG is developing and implementing the LDM Framework to deliver and support LDM,
which consists of the LDM Policy, Operational Guidelines and Tools and Templates
(a) The Community representatives have the support of the Community to work with the NTG
to progress LDM priorities.

Remote Sports upgrade to Kaltukatjara Football Oval

On 28 October 2023, Macdonnell Regional Council CEO Belinda Urquhart and Member for Gwoja Chansey Paech attended the annual Docker River Sports Weekend celebrating the newly implemented football lights.

Auskick's Tommy Dutton from CAFL also joined the festivities, providing young ones with round robins and training before the main games were played.

Territory Labor is dedicated to supporting the needs of remote communities throughout the central desert and beyond with additional funding for football and softball supplies as well as team jerseys.

$256 million Housing Investment in Central Australia

Territory Labor's $256 million Commitment to Housing across Central Australia

On the 13 October 2023, Member for Gwoja Chansey Paech attended an official housing handover in Laramba where two houses were provided to families of the community.

This has been one of many handovers this year with key infrustrcutre for remote Territorians taking place in Areyonga, Hermannsburg, Lajamanu and Kintore.

This Northern Territory Government is building new homes right across the bush, $256 million going towards building houses in Central Australia.

This includes a new $30 million contract that will see more than 20 new homes built and 18 homes upgraded in Kintore, Mount Liebig, Papunya, and Haasts Bluff.

These new homes means giving families the space to grow and thrive, on Country, connected with culture.

Sporting Infrastructure Upgrades: Ntaria | Hermannsburg Football Lights

OPENING OF THE NTARIA | HERMANNSBURG LIGHTS

Supporting the needs of our communities with our remote sports initiatives.

The Ntaria Football lights were officially opened on the 6 October 2023 with Member for Gwoja Chansey Paech and Macdonnell Regional Council CEO Belinda Urquhart attending .

The project's completion is the second upgrade to sporting infrastructre in remote communities following Docker River's Kaltutkatjara's brand new football oval light installation earlier this year.

The lights will play a key role in community engagement and recreation for our youth and sportspeople in communities as well as providing a sun-safe solution to remote community fixtures and games

The Opening of the Laramba Water Treatment Plant

The Opening of the Laramba Water Treatment

A new Water Treatment Plant has been installed in the remote community of Laramba, providing access to fresh drinking water for remote Territorians.

Laramba, a remote community 205km west of Alice Springs has been provided with improved water quality following the completion of a water treatment plant.

The project was funded by the Territory Labor government's $28 million commitment to address critical water supply infrastructure needs in remote Aboriginal communities. The Laramba project was completed under it's original budget of $6.8 million and before it's estimated date of completion.

The project was initiated by former Minister for Essential Services Chansey Paech who attended the official ribbon cutting ceremony on the 26 April 2023 with current Minister for Housing and Essential Services, the Hon. Selena Uibo and Central Desert Regional Council's President Adrian Dixon

Member for Gwoja, Chansey Paech says more work needs to be done to address water security in the Northern Territory.

“This project provides a treatment solution for naturally occurring uranium in the groundwater that supplies the Laramba community.

"We are also furthering work to improve water quality in neighbouring communities, including Yuelamu and Yuendumu."

With a capacity of 360 kilolitres per day, the plant uses proven ion-exchange technology to treat the drinking water and reduce naturally occurring uranium to well below Australian Drinking Water Guideline (ADWG) Levels. The ADWG level for uranium is 0.02 milligram per litre (mg/L).

Central Desert Regional Council President Adrian Dixon said the community of Laramba have responded positively to the Territory Labor Government's investment, with a large turn out of community members and family attending the official opening ceremony.

"Clean drinking water is really important for communities, especially out here where there's people that have kidney problems and bad water makes it really, really worse.

"But what's been done here in the community, it's a really good project."

Minister for Essential Services Selena Uibo commended CleanTeq and Power and Water on their efforts completing the project.

“Having access to reliable drinking water in remote communities is a priority of the Territory Labor Government and that’s why we invested $6.8 million in this project.

“Power and Water Corporation operate across 1.3 million square kilometres in some of the most challenging and diverse conditions in Australia and I congratulate them upon the completion of this project."

Wow! What a busy time it's been and I've been so excited to have visited families and friends in all of our communities across Gwoja. From Kintore to Utju, we've been doing a lot of good work in Gwoja: housing, remote voting, new footy lights. Palya!

MORE HOUSING FOR THE BUSH

Yuwa. When I first started as Member for Gwoja, it was my job to make sure that I pushed hard and strong for more housing and essential services to be delivered in the bush. To listen to the voices of our communities and give them the resources they need and ask for.

This year we've handed new houses over in Areyonga, Hermannsburg, Laramba and Kintore, just to name a few of the deadly projects we've been working on to ensure people in remote communities are looked after and cared for.

We also opened the Laramba Water Treatment Plant earlier in the year to ensure clean and fresh drinking water is accessible in our communities. We will continue to listen and we will continue to tell the government what the bush needs. Palya!

VOTING IN THE REFERENDUM

Yuwa, we've been travelling throughout the communities helping the remote voting team and our Gwoja mob understand what the Voice Referendum is all about.

F irstly, it's about recognising Aboriginal and Torres Strait Islander people in the Constitution of Australia.

Secondly, it is to have an elected body known as 'The Voice' of community representatives to tell the government what local communities want and need, and to advise the government on policies that will affect our mob. From grass roots up.

DAY OF ACTION AGAINST DOMESTIC VIOLENCE

MLAThis month we held a Day of Action against family domestic violence.

More than 80 women have been killed from domestic violence in the Northern Territory since 2000.

We are working with the government to source more funding to support our on the ground DV services across the Northern Territory to help our women and children live lives free from domestic, family and sexual violence.

We say no to domestic violence - our communities say NO to domestic violence.

OPENING OF THE NTARIA | HERMANNSBURG LIGHTS

This month we opened the Ntaria | Hermannsburg Football Oval Lights with MacDonnell Regional Council.

As one of my election promises, I am proud beyond words to see these lights installed for training, games and extra-curricular activites for our youth and sportsman and women in community. With summer on our doorstep, these new lights will allow for night games to commence and for our mob to be away from the desert sun during the day. Palya!

DESERT FESTIVAL: BUSH FOODS WITH RAYLEEN BROWN

Desert Festival 2023 in Mparntwe | Alice Springs was once again, an amazing mix of art, culture and music.

I was lucky enough to attend most events at the festival this year, including Rayleen Brown's, from Kungkas Can Cook, delicious Bush Foods three course dinner. Yum!

We've had quite a lot going on over the past couple of weeks. We headed out to celebrate Barunga Festival, visited Lajamanu, attended the Ngurratjuta Local Decision Making Agreement, had corn dogs at the Alice Springs Show and celebrated 'Our Elders' for NAIDOC Week 2023.

The Ngurratjuta Local Decision Making Agreement

Having the power to make decisions about what happens in your community is critical.
It's why we are partnering with Aboriginal communities to transition government services and programs back into the hands of the community.

This Statement of Commitment signing marks a big step forward for the communities of Papunya, Mt Liebig, Haasts Bluff, and surrounding homelands.

Ngurratjuta Aboriginal Corporation is already working hard on what their Local Decision Making Agreement is going to look like, and we're excited about signing this agreement later this year.

Barunga Fest has shown off the very best of Indigenous art, music, culture and sport for 35 years now.

Our culture is strong, our history is rich, and this festival is such a beautiful reminder of that.

Mparntwe NAIDOC Week 2023

This year we celebrated Our Elders across the nation, recognising the history, culture and achievements of Aboriginal and Torres Strait Islander peoples.

Even though it was real cold in Mparntwe, Alice Springs, the turnout for this year's march was fantastic. This year's NAIDOC: For Our Elders.

They are the cultural knowledge holders, trailblazers, nurturers, advocates, teachers, survivors, leaders, hard workers and our loved ones.

The Opening of the Laramba Water Treatment

The Hon. Selena Uibo joined us for the Opening of the Laramba Water Treatment Plant

The Plant now produces clean drinking water to the community of Laramba. Too deadly!

Easter Weekend: The Forgiveness Cross at Ikuntji - Haasts Bluff

We celebrated the opening of the Forgiveness Cross on Memory Mountain at Ikuntji over Easter time!

It was a spectacular three days of song, dance and celebration that saw over one thousand people attend from surrounding communities and visitors alike! Palya!

Clontarf Super Training 2023

Our media team were invited to capture Clontarf's Super Training event this year!

There were lots of laughs, runs and great moments had on such a cold Friday morning!

It's been a busy start to the year in Gwoja, with many things to look forward to on the horizon!

We've just come back from visiting Mutitjulu and Docker River and are looking forward to Easter celebrations in Ikuntji for the Opening of the Cross! Palya!

Mutitjulu Community Visit

I caught up with lots of family and friends during our last visit to Mutitjulu.

We cooked up a big BBQ, visited Maruku Arts and got onto the Footy oval but forgot we needed players!

Yulara School Visit

We were invited to Yulara school for their pre-Easter assembly.

We were given an outstanding performance by all the students of ' Yulara School is Always in my Heart.'

Kaltukatjara - Docker River Visit

I also got the chance to visit family at Kaltukatjara (Docker River).

We stopped by the Council, saw lots of family and visited the famous Kaltukatjara Art Centre on our travels!
